What program is best to make a dvd with?

What program do you all recommend to use to edit and put together a dvd. We're trying to work together a dvd. Anybody have any advice on what to use to do this?

i use Adobe Premiere Pro 2.0, and it a sweet program,
SONY Vegas is good aswell its prob alittle more user friendly then ADOBE, but ADOBE is good cause u can use PHOTOSHOP files with it....

there are lots more, but there the 2 that stand out with me anyways
