Photoshop Question

I have a picture that I love and want to put in a picture frame from Disney, but the picture is a bit blurry... is there any way to make it clearer? I dont know its a possible, if anyone could tell me I'd be grateful!

Hows this? Just got to have a feel for it and try different things. Equalize, Contrast, Slight Sharpen..different things.

I use paint and the GIF creater thing, i had no idea either, so i figured someone on here would know!! and i was right, yay :)
